Established in April 2016, the Defence Nuclear Organisation (DNO) was set up to coordinate all aspects of nuclear business within the MOD; responsible for all submarines (from buying them through to disposal when they reach the end of their life), nuclear warheads, skills, related infrastructure and day-to-day nuclear policy. DNO consists of the people, equipment and infrastructure required to successfully deter the most utmost threats to our national security and way of life.

Within DNO, the Warhead Directorate leads the UK nuclear warhead programme which provides a stockpile of reliable, safe and effective nuclear warheads to support the UK’s strategic nuclear deterrent now and in the future.

The Warhead Directorate has staff based in MOD Main Building, MOD Abbey Wood (Bristol), AWE (Reading) and HM Naval Base Clyde (Scotland).This post will be based at HMNB Clyde.Travel will be required to other MOD locations as required on a regular basis.

This post is on the MOD Civilian Nuclear Post Control List (PCL) and may attract the Nuclear Recruitment and Retention Allowance (RRA). This is a discretionary allowance. The post being listed on the PCL does not mean that the post holder will have an automatic entitlement to receive the RRA. The NSQEP RRA is not a contractual allowance and can be amended or withdrawn without notice in line with MOD Main and Submarine Delivery Agency policy.

Job description

The WSM Project Manager is primarily responsible for initiating and delivering projects within the WSM Programme this includes developing projects scope, alignment with the strategic programme need and ensuring the agreed project outputs are delivered to enable benefits to be realised.

The role delivers a bespoke range of projects reacting to the technical and operational needs of the DNO. Awareness and practical experience of working in the nuclear enterprise environment would be advantageous, however applications without this experience will also be considered.

This post sits within the Warhead Directorate, under the Stockpile Management division of DNO Warhead Delivery Team.

The Deputy Director Warhead Stockpile Management (WSM) has responsibility for maintaining safe, effective, performing, and available in-service nuclear warheads now and in the future. The DD is the delegated Approval Authority for all UK nuclear weapon warheads and is responsible for delivering to customers those outputs specific to the nuclear weapons stockpile, including the introduction of the Mk4A TRES and Nuclear Warhead stockpile stewardship in support of the UK Strategic Deterrent and maintenance of Operation Relentless (Continuous At Sea Deterrent (CASD).

Responsibilities

  • The WSM Project Manager is primarily responsible for initiating and delivering projects within the WSM Programme. This includes developing projects scope, alignment with the strategic programme need and ensuring the agreed project outputs are delivered to enable benefits to be realised.
  • One of the roles will have governance specific governance responsibilities, liaising with AWE colleagues to support the management of control accounts within the DNO
  • Other responsibilities include:
  • Creating and developing projects to deliver the agreed outcomes within time, cost and quality constraints.
  • Day to day management of their assigned projects.
  • Develop the budget and track delivery within budget.
  • Identify and manage internal and external stakeholder relationships.
  • Identify and monitor project risks and issues.
  • Ensure effective Change Management processes are in place to agree and document changes to deliverables as agreed with stakeholders in order to meet relevant requirements and implement good practice. (Nuc 2.2)

Qualifications

  • Project Management qualification (APM, PRINCE 2, MSP etc.)

Skills

  • 2 years’ experience of working in either Defence or other highly regulated industries.
  • Knowledge of MOD policies and procedures.

Desirable Qualifications

  • Degree or equivalent in Engineering discipline.
  • Nuclear Weapons Foundation Course

Desirable Skills

  • Awareness of MOD Policies, Procedures and Processes.
  • Understanding of the 1958 Mutual Defence Agreement Polaris Sales Agreement (PSA) and PSA Technical Arrangements.
  • Knowledge of Management of the Nuclear Weapon Programme (JSP538 & JSP372)
  • Demonstrate an understanding of Management of Nuclear Weapons Programme Competency 2.2
