Job description

As a senior manager and L&D business partner in the Security Profession Capability Team, you will manage a small team of capability managers to shape and influence the professional development of Security professionals working in DWP inside the newest cross-government profession. You will be working collaboratively with Security professionals from both the public and private sector to develop the professional capability of the people delivering security services inside DWP and across HM Government, through targeted L&D solutions.

Key responsibilities for the level of this role include, but are not restricted to, the following:

  • Provide a diagnostic capability service to teams across Security & Data Protection (S&DP), understanding business delivery needs and systematically assessing team/individual strengths and identifying critical skills gaps.
  • Work collaboratively with the S&DP SME community to design and deliver a range of bespoke blended learning interventions, tailored to build on team strengths and to measurably close identified skills gaps, over time.
  • Lead the governance process and review/refresh activity for the full suite of capability infrastructure products - role profiles; in-role progression maps and role-based learning maps.
  • Lead the programme of activity to develop secure, auditable procurement procedures which give access to appropriate specialist learning opportunities for all colleagues across S&DP.
  • Manage delivery of commercial frameworks required to deliver the Security profession learning curriculum, including managing vendor relationships with skill.
  • Lead on L&D vendor service quality management, including the identification, management and escalation of associated delivery risks and issues and liaising with DWP HR function, the Government Security Profession Unit and Civil Service Learning to solve problems and assure the quality of the L&D services provided to S&DP.
  • Horizon scan for good practice from other professions/departments and consider application in DWP, making change recommendations as appropriate.
  • Manage the stakeholder relationships with partner organisations effectively and contribute expertise, data and insight into developing and improving the Security profession’s learning curriculum.
  • Lead the research into professional memberships to understand and articulate how they can be applied effectively to DWP Security roles, making recommendations to Senior Leaders about benefits and options for investment.
  • Lead the development of internal website content to provide engaging content to support existing professionals and attract others into the profession, developing digital content to increase awareness of our career development offer and expand its reach into new audiences.
  • Lead establishment of practises and procedures that will continuously evaluate L&D quality and effectiveness.
  • Act as a focal point for DWP when liaising with Government Security Profession (GSP) and subject matter experts in partner organisations regarding the updating of the GSP Security Profession (GSP) Framework, curriculum and other capability building initiatives.

Salary Information

The salary for this role is from £38,469 - £41,480 (National)

Existing Civil Servants

For existing Civil Servants normal civil service rules on successful appointment will apply.

Those who secure a new role on lateral transfer will maintain their current salary. Existing Civil Servants who gain promotion may move to the bottom of the next grade pay scale or 10% increase in salary whichever would be the greater. Only in very few circumstances (where there have been exceptional skills demonstrated which are in limited supply for example) may existing Civil Servants be able to negotiate their starting salary if the role has been advertised externally, prior to accepting the post.

This role can be based out of either Blackpool, Leeds, Manchester, Newcastle or Sheffield corporate hub locations.

This role may be suitable for hybrid working, where an employee works part of the week in their DWP office and part of the week from home. This is a voluntary non-contractual arrangement, and your office will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business need, but personal circumstances and other relevant circumstances will also be taken into account. If you are successful, any opportunities for hybrid working, including whether a hybrid working arrangement is suitable for you, will be discussed with you prior to taking up your post
