In delivering this the Operational Property Division provides full, high quality property consultancy services to clients within both TfL and the wider GLA Group family.

The Property Asset Register Team manages and maintains TfL’s land ownership using GIS and CAD based systems, creates insight and innovation for Estates Management and supports the wider business with a variety of property matters.


The Role

With a very strong background in GIS or AutoCAD, you will lead on the production of drawings using various types of CAD and GIS datasets and provide a professional service to our customers in relation to land and property enquiries. You will develop and support the automation to improve business processes for the department. In addition, you will provide high level business and technical support to the Property Asset Register (PAR) Team, Operational Property Services and the Estates Management Directorate.


Your responsibilities will include, but not limited to:

  • Provide guidance, training, advice, configuration and support in relation to AutoCAD and GIS
  • Produce and lead on technical drawings and plans using CAD/GIS in accordance with industry and/or TfL standards
  • Assist with the management of GIS systems and datasets including FME processing
  • Develop systems using CAD, GIS, FME, databases including Oracle, and MS Power Platform to improve business processes.
  • Assist with the management of property legal documents
  • Assist with the undertaking high volumes of conveyancing searches for railway and highway searches within tight time frames when required.
  • Deal with external and internal enquiries, primarily in connection with land and property ownership.

Skills, Knowledge & Experience

Skills

  • Ability to communicate and influence effectively and to work closely with customers and stakeholders.
  • Ability to plan, develop solutions, implement and manage projects to deliver to time, budget and quality.
  • Ability to identify, review, recommend and implement complex technology systems
  • Ability to analyse complex data, automate (as much as possible) data collection, integrate data with IT systems and publish reports.
  • Ability to identify the need for change, initiate and implement change

Knowledge

  • Very good working knowledge of GIS ESRI suite of applications.
  • Very good working knowledge of CAD, including programming (e.g. macros and vba) and systems configuration.
  • Detailed knowledge of Land Registry, Ordnance Survey, Land Terrier systems and any other resources to provide information about land ownership and interests.
  • Knowledge of the transport (rail and highway) industry, including knowledge of the constituent asset groups and how they operate to deliver an integrated transport service.
  • Relevant degree qualification
  • Good knowledge of all industry standard Microsoft packages particularly the Power Platform: Power BI, Power Apps, SharePoint and Teams.
  • Membership of GIS related professional body desirable (RICS, AGI, RGS, etc.).

Experience

  • Experience of working in a time-constrained project management environment, in a large, complex, safety focussed and regulated organisation, where there are multiple complex interfaces.
  • Experience of working in a CAD/GIS development role and delivering to time, budget and quality.
  • Experience of working in property team providing property, graphical, spatial and attribute information.
  • Experience of desktop and on-site data-capture, storage and manipulation, for GIS and CAD, using off-the-shelf technologies, and liaising with other GIS, CAD and infrastructure delivery project teams within TfL, External Consultants, Government Departments and Network Rail.
