Location: This role is based at Quadrant: Milton Keynes, you must live within 90 minutes.

About the function


We are Freight and National Passenger Operators (FNPO) within System Operator. We serve nationally focused customers whose interests cross our geographical route and regional boundaries. What we do matters, to our customers, communities, and the planet.

Across the length and breadth of Britain, we work closely with colleagues in Network Rail and the wider industry to:

  • Deliver and grow safe, reliable and sustainable rail freight;
  • Support CrossCountry and Caledonian Sleeper make rail the best choice for long-distance passengers and guests;
  • Grow the diverse charter market, including steam-hauled experiences;
  • Enable new open access operators to enter the market for the benefit of passengers.

Job Purpose

Provide a national focus to Network Rail Route Controls and coordinate implementation of agreed network strategies for management and recovery of freight services post incident to achieve performance improvement. Develop relationships and communications on a 24:7 basis with freight customers, end users and Route Controls to promote information sharing to drive improved decision making and service recovery.


Key Accountabilities

  • Develop a detailed understanding of Freight Company business priorities and flow specific information; lead the sharing of this information with Route Control teams.
  • Issue ‘State of Readiness’ statements to Freight Company and NR Controls detailing ‘On network’ and ‘Off network’ issues affecting freight service delivery.
  • Agree ‘Key Trains’ list with each FOC and promote this with Route Control teams to drive performance improvement for these services.
  • Promote real time liaison with Freight customers during perturbed operations to enable improved decision making.
  • Provide guidance and support to Train Running Controllers to ensure reasonable and balanced recovery of freight services on core routes following disruption.
  • Lead and coordinate Cross-Route Conference Calls when freight disruption occurs.
  • Lead the development and implementation of cross-route freight recovery strategies that give freight services best chance to achieve Freight Delivery Measure (FDM) and coordinate the provision of a network freight contingency plan.
  • Manage urgency of response to operational and infrastructure incidents impacting Freight services and maintain a log to record the appropriate actions taken and outcomes achieved.
  • Champion ‘Off network’ delay mitigation. Implement incident specific cross-route plans for the Management of Freight Services During Disruption (MFSDD) to ensure appropriate actions are taken to manage ‘Off network’ delay risk.
  • Arbitrate between Route Controls and Freight customer Controls where necessary to resolve issues.

Essential

  • Experience of working within the Freight sector and/or with Freight customers
  • Experience of leading and influencing people
  • Ability to achieve rules & regulations qualification to level 1
  • Detailed understanding of Freight markets and key business requirements
  • Detailed understanding of business process manual and commercial environment

Desirable

  • Experience of working within a control or operations environment
  • Understanding of Track Access Contract and Network Code
  • Proficient in all relevant business systems used in a control environment
